Singapore’s Autonomous Feeder Vessel Project: What Crew Managers Should Know

Singapore’s next port-automation test could take place on the water. The Maritime and Port Authority of Singapore (MPA) and PSA Singapore launched an initiative to develop and test an autonomous inter-gateway feeder vessel that could move containers between Singapore’s terminals with minimal human intervention.
For ship managers, crewing agencies and marine operators, the development is worth following. But it is equally important to understand what is changing and what is not. This initiative concerns container transfers inside the port. It does not replace today’s crew-change procedures, airport transfers, launch arrangements or land transport.
What MPA and PSA have announced
MPA and PSA launched the Expression of Interest in April 2026 to assess whether an autonomous inter-gateway feeder can operate safely and efficiently between terminal clusters, including Pasir Panjang Terminal and Tuas Port. Today, containers that need to move between these gateways are transferred either by road or by conventional feeder vessels.
The proposal stage closed on 24 July 2026. According to the official project documents, the authorities may refine the submitted designs and proceed to a Request for Proposal or direct negotiations. In other words, this is a development and testing initiative, not an announcement that autonomous vessels are already running regular services.
What an autonomous feeder could look like
The project requirements go beyond simply removing people from a wheelhouse. Proposed vessels must be designed around safe navigation, port integration and human oversight. Key features being assessed include:
A minimum carrying capacity of 800 TEU, with the ability to handle different standard container configurations.
Autonomous and remotely supported operating modes, including options with crew onboard or reduced crewing.
A remote operations centre that combines vessel sensor information with port-traffic data, allowing operators to monitor the vessel and intervene when necessary.
Secure, redundant communications and safeguards for collision avoidance, system failures and cyber risks.
Energy and propulsion systems that are fully electric or compatible with net-zero fuels from 2030.
MPA and PSA are therefore testing an operating system, not only a vessel. The difficult part is making the ship, terminal, traffic-management systems and remote operators work together reliably in a busy port.

What this does not change about crew transfers
The word “autonomous” can easily create the wrong impression. The feeder initiative is designed to move containers between terminals. It is separate from the processes used to move seafarers between Changi Airport, hotels, piers, launch boats and vessels.
Crew changes will still depend on confirmed vessel schedules, immigration and security requirements, authorised access points, launch timings and reliable land transport. Even if autonomous container feeders become part of normal port operations later, crew managers should continue following the instructions issued by the vessel agent, terminal and relevant authorities.

There is also no basis at this stage to assume that autonomous feeder operations will shorten crew-transfer times. The project may improve container connectivity and reduce some road-based inter-terminal movements, but its eventual impact on surrounding traffic and port schedules will depend on how the system is deployed.
Why maritime operations teams should pay attention
Although the project does not directly automate crew transport, it signals how quickly Singapore’s port operating environment is becoming more connected and data-driven. For marine operators, three implications stand out.
First, Tuas and Pasir Panjang will continue operating as linked gateways during the transition to Tuas Port. Inter-terminal coordination will remain important, so teams should verify the correct terminal, pier and pickup point for every movement.
Second, better port data may raise expectations for visibility across supporting services. Ship managers will increasingly expect clear booking records, status updates and accurate handovers from vendors involved in crew logistics.
Third, new technology does not remove the need for contingency planning. Trials, schedule changes and operational restrictions can still create last-minute adjustments. A crew-transport plan must remain flexible enough to respond when flight, vessel or launch timings shift.
What crew managers can do now
There is no need to redesign current crew-change procedures around the feeder project. A practical response is to:
Monitor official MPA and PSA updates instead of treating proposed capabilities as confirmed operations.
Confirm terminal and pier details before dispatch, particularly for movements involving Tuas and Pasir Panjang.
Keep manifests, flight information and contact details in one operational record.
Build reasonable buffers around launch and vessel timings.
